A profile can pass one state and fail the next. Ownership does not prove the pin is correct. Accurate fields do not prove the appointment link reaches the branch. A call-button click does not prove that a conversation connected. The state model prevents a green check in one interface from becoming a blanket claim that the local-discovery foundation is complete.
